Declaration of Sovereignty

In the Democratic Community Forum (DCF) of the United States of the Internet (USI), January 29, 2014.

The United States of the Internet (USI)  Legislative Community Board (LCB) claims:

Sovereignty of the United States of the Internet (USI), independence, integrity, and indivisibility of the community’s authority within the boundaries of its territory and domains, and its independence and equality in foreign and external relations.

I. Self-Determination of and Within the United States of the Internet (USI) Community

The United States of the Internet as a sovereign community develops within the existing and expanding boundaries to exercise the United States of the Internet’s and its individual citizens’ inalienable right to self-determination.

The United States of the Internet protects and defends the citizenship and sovereignty of the United States of the Internet citizens, residents and independent associations.

Any violent, unlawful, illegal and oppressive actions against the United States of the Internet undertaken by national entities, intergovernmental entities, specialized agencies, political parties, non-governmental organization, companies, associations,  other groups or individuals shall be legally prosecuted.

II. Rule of the People

Citizens of the United States of the Internet regardless of nationality, ethnicity, religion, gender, orientation, nature, age, (professional) occupation or affiliation comprise the people of the United States of the Internet.

The people of the United States of the Internet are the sole source of authority in the sovereign community.

The absolute authority of the people of the United States of the Internet is exercised directly through the sovereign community’s constitution and the Declaration of Sovereignty of the United States of the Internet, as well as via people’s deputies elected to the Legislative Community Board (LCB) and the Democratic Community Forum (DCF) of the United States of the Internet.

Only the representatives of the Legislative Community Board (LCB) and the very Legislative Community Board (LCB) of the United States of the Internet can represent all the people of the United States of the Internet. No national entities, intergovernmental entities, specialized agencies, political parties, non-governmental organization, companies, associations,  other groups or individuals can represent all the people of the United States of the Internet.

III. Legislative and Executive Power

The United States of the Internet is independent in determining any issue of its internal and external community affairs.

The United States of the Internet guarantees the supremacy of the Declaration of Sovereignty of the United States of the Internet, the constitution and laws of the United States of the Internet on its territory and domains.

Authority in the sovereign community is exercised on the principle of its division into legislative, executive, and judicial branches.

The Prosecutor General of the United States of the Internet, elected by the Democratic Community Forum (DCF), is responsible and accountable only to it, has the highest authority in the oversight of the precise and uniform application of law.

The Democratic Community Forum (DCF) and the Legislative Community Board (LCB) are explicitly ordered to:

  • Make no law respecting an establishment of religion, or prohibiting the free exercise thereof; make no law abridging the freedom of speech, or of the press; make no law abridging the right of the people peaceably to assemble and make no law abridging the right to petition the Democratic Community Forum (DCF) and the Legislative Community Board (LCB) for a redress of grievances.
  • Ensure the right of the people to be secure in their persons, houses, papers, and effects, against unreasonable searches and seizures. This right shall not be violated, and no warrants shall issue, but upon probable cause and particularly describing the place to be searched, and the persons or things to be seized.
  • Ensure that no person shall be held to answer for a capital, or otherwise infamous crime, unless on a presentment or indictment of a Grand Jury, except in cases arising in the military, security and intelligence forces, when in actual service in time of War or public danger; that no person shall be subject for the same offense to be twice put in jeopardy of life or limb; that no person shall be compelled in any criminal case to be a witness against himself, nor be deprived of life, liberty, or property, without due process of law; that no private property shall be taken for public use, without just compensation.
  • Ensure that in all criminal prosecutions, the accused shall enjoy the right to a speedy and public trial, by an impartial jury of the sovereign community wherein the crime shall have been committed, which community shall have been previously ascertained by law, and informed of the nature and cause of the accusation; the accused shall be confronted with the witnesses against him; the accused shall have compulsory process for obtaining witnesses in his/her/its favor and shall have the right to counsel for his/her/its defense.
  • Ensure that the enumeration in the Declaration of Sovereignty of the United States of the Internet or constitution, of certain rights, shall not be construed to deny or disparage others retained by the people.
  • Ensure that the powers not delegated to the Democratic Community Forum (DCF) or the Legislative Community Board (LCB) by the constitution or the Declaration of Sovereignty of the United States of the Internet are reserved to the people.

IV. Citizenship of the United States of the Internet

The United States of the Internet has its own citizenship and guarantees each citizen the right to retain citizenship of the United States of the Internet.

The citizenship of the United States of the Internet is acquired and lost on the grounds determined by the law on citizenship of the United States of the Internet.

All citizens of the United States of the Internet are guaranteed the rights and freedoms stipulated by the Declaration of Sovereignty of the United States of the Internet and the constitution of the United States of the Internet and standards of international law recognized by the United States of the Internet.

The United States of the Internet guarantees equal protection of the law to all citizens of the sovereign community regardless of their origin, social or economic status, racial or national identity, sex, education, language, political views, religious beliefs, type and character of occupation, place of residence or other circumstances.

The United States of the Internet can regulate immigration procedures.

The United States of the Internet cares for and undertakes measures to protect and defend the interests of its citizens beyond the sovereign community’s borders.

V. Territorial Supremacy

The United States of the Internet has the supremacy over all of its territory and domains.

The territory and domains of the United States of the Internet within its existing and expanding boundaries are inviolable and cannot be changed, claimed, seized or used without its consent.

The United States of the Internet is independent in determining the administrative, territorial and domain system of the sovereign community and the procedures for establishing community and administrative units.

VI. Economic Independence

The United States of the Internet independently determines its economic status and secures it through the Declaration of Sovereignty of the United States of the Internet and by law.

The people of the United States of the Internet have the exclusive right to control, use and direct the resources of the United States of the Internet.

The territory and domains, its interior (intellectual resources), digital space, power supply and any other resources found on the territory and domains of the United States of the Internet, the exclusive (maritime) economic zone, and all economic and scientific-technical potential created on the territory and domains of the United States of the Internet are the property of its people, the material basis of the community’s sovereignty, and is used to meet material and spiritual needs of its citizens.

Businesses, institutions, organizations, and objects belonging to other entities, communities and states and their citizens, and international organizations may be located on the territory and domains of the United States of the Internet and may use the natural resources of United States of the Internet in accordance with the Declaration of Sovereignty of the United States of the Internet and the laws of the United States of the Internet.

The United States of the Internet independently establishes banking (including a foreign/external economic bank), pricing, financial, customs, develops a community budget, and, if necessary, introduces its own currency.

The highest financial institution of the United States of the Internet is the community bank of the United States of the Internet and is accountable to the Democratic Community Forum (DCF) of the United States of the Internet.

Businesses, institutions, organizations, and manufacturing companies located on the territory and domains of the United States of the Internet pay a fee for the use of territory and domains and any other resources including intellectual and labor resources.

The United States of the Internet guarantees protection to all forms of ownership and copyright.

The United States of the Internet shall not tax and shall not establish tax collection systems.

VII. Environmental Safety

The United States of the Internet independently determines procedures to organize nature protection on the territory and domains of the sovereign community and procedures for the use of resources.

The United States of the Internet has its own committee for protection of the population from radiation, weather manipulation, meteorological warfare and eco-terrorism.

The United States of the Internet has the right to halt and ban the operations of any businesses, entities, institutions, organizations, individuals and other objects that threaten environmental safety.

The United States of the Internet cares about the environmental safety of its citizens, about the gene pool of its people, and about its young and future generations.

The United States of the Internet has the right to compensation for the damages to the environment, territory and domains of the United States of the Internet brought about by the acts of national entities, intergovernmental entities, specialized agencies, political parties, non-governmental organization, companies, associations, other groups or individuals.

VIII. Cultural Development

The United States of the Internet is independent in solving issues associated with science and education, as well as cultural (including sports) and spiritual development of the United States of the Internet and guarantees all nationalities living or residing on the territory and domains of the sovereign community the right to free community and cultural development.

The United States of the Internet guarantees community and cultural recovery of the United States of the Internet, its historical consciousness and traditions and all its community characteristics in all spheres of social activity when disasters have struck.

The United States of the Internet strives to meet community and cultural, as well as spiritual and linguistic needs of its citizens living or residing outside of the United States of the Internet territory and domains.

Community, cultural, and historical values located on the territory and domains of the United States of the Internet belong exclusively to the people of the United States of the Internet.

The United States of the Internet has the right to return into the ownership of the people of the United States of the Internet its sovereign community’s, cultural, and historical values found outside the territory and domains of the United States of the Internet.

IX. External and Internal Security

The United States of the Internet has the right to its own armed forces and intelligence gathering system.

The United States of the Internet has its own internal armies and bodies of community security subordinated to the Democratic Community Forum (DCF) of the United States of the Internet.

The United States of the Internet autonomously determines procedures for military and intelligence services by citizens and authorities of the United States of the Internet.

Citizens of the United States of the Internet perform their military services on the territory and domains of the sovereign community, and cannot be used for military purpose beyond its borders without the consent of the Democratic Community Forum (DCF) of the United States of the Internet.

The United States of the Internet solemnly declares the intention of becoming a permanently neutral sovereign community that does not participate in military blocs and adheres to three nuclear free principles: to accept, to produce and to purchase no nuclear weapons.

The United States of the Internet reserves the right at all time to use nuclear technology for peaceful purposes such as energy, education, development and science.

X. International Relations

The United States of the Internet, as an international law subject, maintains direct relations with other external sovereign states, nations, communities and entities and enters into agreements with them, exchanges diplomatic, consular and trade representatives, and participates in the activity of international organizations to the full extent necessary for effective guarantees of the United States of the Internet’s interests in political, economic, ecological, informational, scholarly, technical, cultural, and sports spheres.

The United States of the Internet acts as an equal participant in external and international affairs, actively promotes the reinforcement of general peace and international security based on facts, truth and honor. The United States of the Internet shall expose deception and psychological operations, war crimes, crimes against humanity and illegal warfare.

The United States of the Internet recognizes the prevalence of general human values over class values.

The United States of the Internet respects other sovereign nations, states, entities and communities their sovereignty, territory, domains and internal laws.

Relations of the United States of the Internet with other sovereign nations, states, entities and communities are built on the basis of agreements concluded on the basis of the principles of equality, mutual respect, and non-interference in internal affairs.

The United States of the Internet values criticism and the open debate system.

The Declaration of Sovereignty of the United States of the Internet is the basis for a new constitution and laws of the United States of the Internet and determines the positions of the sovereign community for the purpose of internal and international agreements.

The principles of this Declaration of Sovereignty of the United States of the Internet are also used to install a Legislative Community Board (LCB), a Democratic Community Forum (DCF) and USI Departments now and in the future.

This Declaration of Sovereignty of the United States of the Internet and the principles therein shall grant the people of the United States of the Internet the right at all time to, in an orderly manner, install a new Legislative Community Board (LCB), a new Democratic Community Forum (DCF) and new USI Departments whenever an oppressive regime rises or when the sovereignty of the United States of the Internet is threatened and the proper functioning of the Legislative Community Board (LCB) and the Democratic Community Forum (DCF) has been compromised or when the Legislative Community Board (LCB) and Democratic Community Forum (DCF) have been infiltrated by external entities with the aim to corrupt and threaten the sovereignty of the United States of the Internet.
